Arroyo Colorado

April 21, 2006

Dear Arroyo Partners,

This is a notice that the Steering Committee meeting scheduled for next

Thursday April 27, 2006 is being rescheduled. This meeting is being rescheduled for several reasons. Several key leaders and members have conflicting schedules and the plan is still coming together. We value your time and want to present a near final draft. I will be discussing alternative dates with our Chairman and workgroup leaders and will get back to you as soon as we have a firm date. I anticipate the meeting happening mid-May. I will keep you posted. Thank you for your patience.

On another note, we have our new promotional brochures hot off the press and they look good. I want to acknowledge our consultants Karen Ford of White Hat Creative, her design team, and Linda Fernandez for their fine work on this. Attached is the final design and layout. We have one thousand copies available at this time. If you would like some for your organization please let me know and I will get them to you.

As has been express previously, the top components of the plan involve the use of best management practices to minimize the amounts of pollutants entering the Arroyo Colorado from urban and agriculture areas, and enhanced treatment of water coming from our wastewater treatment facilities. This includes the use of wetlands systems to filter and process contaminants from the water. Wetlands systems serve many additional functions: they serve as habitat, they stabilize streambeds and banks, and they can be designed to include parkland, hike and bike trails, wildlife corridors, and other green spaces. At this time we have commitments from at least eight (8) entities to use some type of enhanced biologic treatment to further treat their water discharge to the Arroyo Colorado. The design and installation of these systems are contingent on funding assistance; speaking of funding, see the attached Wetland Program Development Grant announcement from the EPA. Non-profit, non-governmental organizations (NGOs) are eligible and the deadline for the request for proposal is May 17, 2006. This is a call to our Partners with 501(c)(3) status to collaborate with a city, drainage district, or utility in your area to begin the process of getting in one of these wetland systems. Know that I and other Partners are available to assist in the submittal process.

The Arroyo Colorado Watershed Protection Plan (ACWPP) calls for a series of wetlands of different scales. Our consultants have recommended that we treat water before it enters the levees of our Arroyo drainage system. There is also the possibility of a large wetland system within the levees however we will need a feasibility study to determine if it is truly feasible and where it would be best located.

Thanks for you time. I apologize for any inconvenience associated with the postponement of the Steering Committee meeting. I should have an alternative date posted by the end of next week.

Have a great weekend,
