The Arroyo Colorado Watershed Protection Plan:
- Educates the public of the purpose of the Arroyo Colorado watershed Partnership, the need for the Partnership and issues of the watershed
- Covers and defines basic watershed information (e.g. what is a watershed, we all live in a watershed; how is water collected, treated, cleaned; etc.)
- Contains input from stakeholders taking into consideration their priorities and goals for the watershed
- Inventories education, funding and outreach tools with a description of each
- Meets the goals and mission of the Arroyo Colorado Watershed Partnership
- Fulfills the nine elements required by US EPA

Goals of the WPP
Achieve state water quality standards in the Arroyo Colorado by lowering pollutant loadings, enhancing streamflow and aeration, and restoring aquatic and riparian habitat through voluntary measures and existing regulatory controls.
- A 24-hour average dissolved oxygen (DO) concentration of 4.0 mg/L or above
- Daily minimum DO concentration of 3.0 mg/L or above at least 90% of the time.
- An E. coli geometric mean less than 126cfu/100 mL for the non-tidal segment
- An Enterococcus geometric mean less than 35cfu/100 mL for the tidal segment.
